Beacon Redevelopment Industrial Corporation Provides Progress Report on Westmoreland Glass Factory Popularity:

Beacon Redevelopment Industrial Corp.'s (Pink Sheets: BCND) President, Rick Blackburn, arrived in Pennsylvania over the weekend. Since then, he has turned more gears in motion for the demolition of the Westmoreland Glass Factory.

Blackburn began arranging for testing for metals on the ground of the site. While ground issues should not delay the demolition, the company needs to inform itself of any metal issues. As to the asbestos, an inspector from Environmental and Safety Training, Inc. will visit the site with Blackburn to discuss a quarantine of the few positive areas.

Blackburn contracted with West Penn Power, a subsidiary of Allegheny Power, Inc., to install an industrial-grade transformer that will provide power to the site. Power should be on within two weeks.

Blackburn is reviewing fencing options and interim cleanup measures that can be done without requiring a permit such as removing tires and certain uncontaminated trash. This was one of the purported concerns of Hempfield Township according to their attorneys. "What we are dealing with are local officials that, instead of calling us, needed two attorneys to say they wanted more no trespassing signs and a lock on the gate at the site," Blackburn said.

Blackburn also reviewed the transcript of a railroad engineer who claimed to be concerned about the stacks falling onto the railroad tracks. The transcript may be downloaded from website. The railroad agent admitted that he was contacted by Township attorneys who even wrote him an affidavit, not the other way around, which raises serious questions.

Over the past week, the company's legal counsel engaged in repeated settlement discussions with Hempfield Township to arrange an agreed time line for the demolition. While both Beacon and the Township appeared to agree on a fair timetable, the talks ended when the Supervisors refused to use common sense in wording the stipulation. The Supervisors appeared unwilling to extend time periods in the event a federal or state agency issued a work stop order. Township attorneys sought that the company violate state law by removing waste without regard to required notifications. Finally, the Township demanded the company to stipulate the Township could take over the project on a whim if it, without a hearing, claimed Beacon defaulted.

The company's position is that irregularities occurred during the proceedings and that this belongs before an unbiased judge in court. Court proceedings should not delay the project and the company certainly agrees that the building must be demolished. Yet, Beacon cannot allow untrained functionaries to force it to do things haphazardly. "We're going to demolish the property in a manner that makes Beacon money, helps the environment by recycling, and protects the workers and neighborhood from safety concerns. Normally, local governments help companies on these types of projects, not impede and defame them. However, we will accomplish this regardless of the attitude of Hempfield Township, but not in a reckless manner just because politicians want to take credit for the project or badmouth the company to the local newspaper," Rick Blackburn said.
