Governor Edward G. Rendell today expanded his request to the U.S. Small Business Administration, asking it to declare Westmoreland and Allegheny counties disaster areas following the Aug. 6 to Aug. 9 storms that led to widespread flooding.

The disaster designation would make low-interest loans available to eligible homeowners, renters and business owners who suffered storm-related damage.

"After hard work by state, county and local officials, we believe damage assessments in the counties meet the SBA's standard where at least 25 homes and/or businesses exist with uninsured losses of 40 percent or more of their estimated fair market value," Governor Rendell said. "The SBA loans can help property owners get back on their feet."

If the request is approved, eligible homeowners and renters could borrow up to $40,000 to replace possessions lost in the flood. Homeowners could borrow up to $200,000 for repairs and eligible business owners could borrow up to $1.5 million.

Under SBA regulations, PEMA Director Robert P. French said the counties of Armstrong, Beaver, Butler, Cambria, Fayette, Indiana, Somerset and Washington, which border Allegheny and Westmoreland counties, will be included in the declaration for flood damage assistance.
